मन्त्रालयले अर्को व्यवस्था नभएसम्मका लागि पहिलेकै अवस्थामा काम गर्न भनेको छ । मन्त्रालयले स्थानीय तहमा स्थायी प्रकृतिको संरचना बनाउन उपभोक्ता समितिलाई थप बलियो बनाउन खोजेको प्रतिक्रिया दिएको छ ।

उपभोक्ता समितिले गरेका धेरै कामको बेरुजु आएको, आफूले काम लिएर समितिले ठेकेदारलाई दिने गरेको, गुणस्तर नभए पनि राजनीतिक आडमा जाँचपास गराएको जस्ता घटनालाई ध्यानमा राखेर महालेखाको प्रतिवेदनसमेतलाई आधार मानेर उक्त निर्देशन दिइएको थियो ।

महालेखाको त्यही प्रतिवेदनलाई आधार बनाएर मन्त्रालयले निर्देशन जारी गरेको थियो । मन्त्रालयमा सामान्य छलफल गरेर सचिवस्तरमा भएको निर्णय कार्यान्वयन गर्न लेखा शाखाका प्रमुख बाबुराम ज्ञवालीले सबै स्थानीय तहलाई निर्देशन जारी गरेका थिए । उक्त निर्देशन कार्यान्वयन नगर्ने भन्दै नगरपालिका र गाउँ महासंघका अध्यक्षहरू क्रमशः अशोककुमार ब्याञ्जु श्रेष्ठ र होमनारायण श्रेष्ठले संयुक्त विज्ञप्ति जारी गरेर विरोध जनाएका थिए ।

मन्त्रालयले संस्था ऐनअनुसार उपभोक्ता समितिहरू दर्ता गरेर मात्र विकास योजना सञ्चालन गर्न निर्देशन दिएको थियो । मन्त्रालयले संस्था दर्ता ऐन २०३४ अनुसार कुनै पनि संस्था विधानसहित दर्ता नभएमा कानुनी मान्यता दिन नमिल्ने व्यहोरा उल्लेख गरेर उपभोक्ता समितिको कामकारबाही रोक्न पत्राचार गरेको थियो ।

मन्त्रालयका प्रवक्ता तथा सहसचिव वसन्त अधिकारीले महालेखाको प्रतिवेदनमा उल्लेख भएका विषयलाई कार्यान्वयनका सिलसिलामा पत्राचार गरिएको जानकारी दिए । ‘हामीले महालेखाको प्रतिवेदनलाई आधारमा मानेका हौं,’ उनले भने, ‘केही कानुनी र व्यावहारिक समस्या हल गर्न नीतिगत रूपमै केही प्रक्रिया मिलाउनुपर्ने भएकाले तत्कालका लागि निर्देशन कार्यान्वयन नगर्न भनेका हौं ।’
